Space radio monitoring

The Kyiv Space Radio Monitoring Station was established in 2009 as a part of radio monitoring system of the State Enterprise Ukrainian State Centre of Radio Frequencies (the UCRF). The UCRF is responsible for spectrum management and spectrum monitoring in frequency bands of general use.  On 15 February 2011 the Kyiv Space Radio Monitoring Station was included into ITU List VIII “List of International Monitoring Stations”.

Kyiv Space Radio Monitoring Station is designed for measuring parameters of emissions of earth stations and satellite stations on carrier frequencies and performing earth stations location (geolocation) in C (3.4-5.25 and 5.725-7.025 GHz) and Ku (10.7-14.8 GHz) frequency bands. The station is able to observe retransmitted emissions of earth stations from satellites, located on GSO at orbital positions from 20°W (azimuth 237° and elevation 15°) to 80°E (azimuth 123° and elevation 15°).

Main tasks

Main tasks of the Kyiv space radio monitoring station are:

• checking the conformance of emissions parameters to the ones indicated in permissions for operation or in technical regulations;

• frequency bands occupancy observations;

• detection of harmful interference in accordance with complains of spectrum users;

• detection of cases of frequency usage violation and determination of location of unlawfully operating transmitting devices;

• radio monitoring activity in the framework of international cooperation on the radio frequency resource management.

Measurement capabilities

The Kyiv space radio monitoring station allows measuring the following parameters:

• Frequency occupancy;

• Modulation type (BPSK, QPSK, 8PSK, OQPSK, 16QAM, 16APSK, 32 APSK, CW, MSK);

• Symbol rate;

• Central frequency;

• Effective isotropic radiated power (EIRP);

• Occupied bandwidth;

• Carrier to noise ratio (C/No);

• Data rate;

• Bit error rate (BER);

• Carrier standard (DVB-S, DVB-S2, IESS-308, IESS-309, IESS-310, IESS-315);

• Forward error correction (1/2, 2/3, 2/5, 3/4, 3/5, 4/5, 5/6, 7/8, 8/9, 9/10).

Tariffs

Radio frequency monitoring of space stations in favor of companies, which are not residents of Ukraine, can be performed on contract basis. The cost of the UCRF works on measurements of technical characteristics of space stations constitutes 190 Euro per 1 hour of operation of the Kyiv Space Radio Monitoring Station (fixed station).
